Such an action would be largely symbolic, since the businesses in question would simply re-organize thier Mexican operations as ‘Mexican businesses.’ It might lead to an equally symbolic ‘re-negotiation’ of NAFTA that would at least give the apearance of exacting some sort of economic ‘revenge’ for the slight.
